REPORT: Shadow Fleet in the Baltic Sea – Limits of Tolerance

The shadow fleet has ceased to be merely a tool for circumventing sanctions and has become a permanent element of pressure exerted on Western states under conditions operating below the threshold of open conflict.

The latest report by the Opportunity Institute for Foreign Affairs shows that we are not dealing with incidental violations, but with a structured operational model that leverages legal market mechanisms – from flags of convenience to intermediary services – as well as loopholes resulting from a lack of coordination and uneven enforcement of regulations. It is precisely these systemic weaknesses that enable the shadow fleet to adapt flexibly to changing conditions.

The position of the Baltic Sea gives these developments particular significance. Due to the concentration of critical infrastructure, the complexity of jurisdictions, and its role in the flow of raw materials, the region is becoming a key area of this activity – and at the same time a testing ground for the responses of Western states.
